KATA PENGANTAR

Maraknya pembangunan di berbagai sektor, terutama proyek pembangkit listrik dan juga semakin bergairahnya pasar ekspor, mampu mendukung pulihnya industri kabel di Indonesia.  Di tahun 2011 naik rata-rata 20% dari tahun sebelumnya menjadi 500 ribu ton/tahun.  Pada tahun 2011 lalu, produksi kabel nasional diantaranya untuk kabel power sebesar 310 ribu metrik ton, kabel telekomunikasi sebesar 130 ribu metrik ton, special cable sebesar 50 ribu metrik ton, dan enameled wire 10 ribu metrik ton. Sedangkan kabel serat optik 80 ribu kilometer atau mendekati 4 juta kilometer single core.

Kenaikan sebesar 20% juga terjadi di tahun 2012 yang mencatatkan angka kapasitas produksinya sebesar 600 ribu ton/tahun.  Diperkirakan sampai akhir tahun 2013, kapasitas produksi kabel mencapai 720 ribu ton/tahun.  Dan diprediksi kenaikan produksi akan terus berlanjut di tahun 2015 hingga mencapai 50% dari patokan kapasitas produksi tahun 2011.






Kebutuhan penambahan daya listrik nasional

Mendesaknya kebutuhan terhadap penambahan daya listrik nasional, mendorong Pemerintah membangun proyek pembangkit listrik baru dengan bahan bakar batu bara. Tahap pertama Pemerintah telah mengembangkan pembangunan 10.000 MW pembangkit listrik bertenaga uap yang telah selesai tahun 2010 dan dilanjutkan dengan tahap berikutnya juga sebesar 10.000 MW. Proyek tahap pertama ini sudah berjalan dan telah mendorong permintaan terhadap kabel listrik untuk menyalurkan daya listrik sampai ke konsumen.

Selain di dalam negeri, pasar kabel juga sudah banyak merambah ke pasar ekspor terutama ke kawasan Timur Tengah. Negara kaya minyak di kawasan ini sedang marak dengan pembangunan kota-kota baru setelah mendapatkan rejeki nomplok akibat meroketnya harga minyak semenjak tahun 2005.  Pembangunan kota baru tersebut pada gilirannya membutuhkan pasokan  daya listrik  termasuk jaringan transmisi dan distribusinya.

Bergairahnya pasar kabel sepanjang tahun 2011 dan 2012 terlihat dari kinerja keuangan pabrik kabel yang telah go public. Selama tiga tahun terakhir penjualan dan keuntungan pabrik kabel meningkat pesat. Misalnya PT Sumi Indo Kabel, Tbk. pada tahun 2010 nilai penjualan bersihnya mencapai Rp. 1.226 milyar, kemudian meningkat mencapai Rp. 1.411 milyar pada April 2012. Kemudian PT Kabelindo Murni, Tbk yang mencatatkan penjualan bersihnya pada tahun 2011 mencapai Rp. 864 milyar, dan pada tahun 2012 tercatat sebesar Rp. 1.020 milyar.  Berikutnya PT KMI Wire and Cable, Tbk yang mencatatkan penjualan bersihnya mencapai Rp. 1.841 milyar pada tahun 2011, lalu meningkat pesat pada tahun 2012 menjadi Rp. 2.273 milyar.

Selanjutnya PT Supreme Cable Manufacturing & Commerce, Tbk (SUCACO) penjualan bersihnya pada tahun 2012 meningkat tipis menjadi Rp 3.542 milyar dari Rp. 3.363 milyar tahun 2011.  Selanjutnya PT Voksel Electric, Tbk yang mencatatkan penjualan bersihnya pada tahun 2011 sebesar Rp. 2.014 milyar dan meningkat tajam pada tahun 2012 menjadi Rp. 2.484 milyar.  Begitu juta dengan PT Jembo Cable Company, Tbk yang mencatatkan penjualan bersihnya sebesar Rp. 1.267 milyar tahun 2011, meningkat dari tahun sebelumnya yang hanya sebesar Rp. 830 milyar.

Memasuki akhir tahun 2012, pasar kabel terus menunjukkan pertumbuhannya yang positif. Pasar ekspor juga mulai meningkat, karena banyaknya pembangunan proyek infrastrukur baik baru maupun yang tertunda, ditambah dengan adanya pembangunan kota-kota baru, pembangunan properti seperti gedung perkantoran dan apartemen, serta infrastruktur fisik lainnya.

Di dalam negeri, pasar kabel juga menunjukkan perkembangan positif, meskipun saat ini nilai tukar rupiah melemah atas US$, tetapi tidak terlalu banyak mengganggu.

Namun perlu diwaspadai, bahwa kasus pemadaman lampu yang terjadi di wilayah tertentu banyak mempengaruhi roda perekonomian, khususnya bagi para pelaku usaha kecil dan menengah, dikarenakan sebagian dari mereka tidak memiliki supply listrik seperti Genset.  Jadi program pemerintah dalam mengembangkan 10.000 MW perlu dukungan penuh dari semua elemen, baik yang terlibat langsung maupun tidak langsung.  Perlunya dukungan dari pihak Perbankan atau badan keuangan terhadap perusahaan listrik dan pendukungnya untuk mempermudah kebijakan dalam penyaluran dananya.  Sehingga pembangunan kelistrikan di Indonesia akan lancar sesuai jadwal, sehingga permasalahan pemadaman listrik akan segera sirna.

Adapun permasalahan lainnya, seperti baru-baru ini Pemerintah telah menaikkan harga BBM, telah berimbas terhadap harga bahan baku kabel seperti tembaga yang menyebabkan margin penjualan dari pabrik kabel semakin menyusut. Banyak perusahaan kabel yang mengalami rugi kurs, karena melakukan pembelian bahan baku tembaga dalam denominasi US$, namun harus membukukannya dalam Rupiah.

Walaupun di lapangan banyak ditemui permasalahan dan kendala, namun industri kabel masih mempunyai prospek yang menarik, karena pembangunan pembangkit listrik umumnya terus dilanjutkan, karena sudah menjadi kebutuhan yang tidak dapat ditunda. 

Permintaan produk kabel listrik dan serat optik di Indonesia sepanjang tahun ini akan terus melesat, dikarenakan proyek pembangunan infrastruktur akan terus-menerus digenjot. Menurut pihak Asosiasi Pabrik Kabel Indonesia (APKABEL) yang memproyeksikan hingga akhir tahun nanti, permintaan terhadap kabel serat optik akan mendominasi dengan pertumbuhan di atas 20%, sedangkan kabel tembaga 15%, dan kabel aluminium sekitar 10%.

APKABEL menyatakan, pemicu peningkatan permintaan domestik yakni proyek Perusahaan Listrik Negara (PLN) dengan investasi US$ 5 miliar per tahun untuk pembangkit listrik 10.000 MW, transmisi dan distribusi hingga 2020. Selain itu, permintaan kabel juga didukung oleh pembangunan properti seperti gedung perkantoran dan apartemen yang membutuhkan banyak kabel. Untuk serat optik, asosiasi memproyeksikan industri mampu memproduksi 100.000 km-120.000 km pada tahun ini, lebih kecil dibandingkan permintaan domestik yang diperkirakan mencapai 150.000 km pada tahun ini.

Sementara itu, menurut data yang dihimpun dari APKABEL, bahwa kebutuhan kabel akan terus meningkat seiring dengan pembangunan proyek kelistrikan pemerintah dan permintaan kabel transmisi yang biasa digunakan oleh sektor swasta untuk pembangunan perumahan, gedung dan industri.

Asosiasi Pabrik Kabel (APKABEL) memperkirakan, permintaan kabel pada tahun depan meningkat 20 persen, karena pembangunan proyek kelistrikan yang dilakukan pemerintah.

“Kebutuhan kabel terus meningkat seiring pembangunan proyek kelistrikan pemerintah dan permintaan kabel transmisi yang biasa digunakan sektor swasta untuk pembangunan perumahan, gedung dan industri. Sedangkan proyek kelistrikan dan module tambahan pelanggan sambungan listrik oleh PT PLN ditargetkan mencapai 2,5 juta pelanggan,” menurut Ketua Apkabel, Noval Jamallulail.

Selain kabel listrik, permintaan serat optik pada 2013 berpotensi meningkat, karena proyek-proyek yang dibangun pemerintah.

“Untuk kabel permintaannya pada 2013 bisa bertambah 20 persen, sedangkan permintaan fiber optic (serat optik) terus bertambah, karena mulai direalisasikan proyek telekomunikasi Palapa Ring yang akan menghubungkan 3.000 pulau di Indonesia.

Proyek Palapa Ring adalah proyek pembangunan jaringan serat optik skala nasional yang menjangkau 33 provinsi dan 440 kota di seluruh Indonesia.

Palapa Ring merupakan proyek critical untuk mewujudkan Indonesia Connected pada 2014.

Pembangunan infrastruktur ini meliputi penggunaan kabel laut sepanjang 35.280 kilometer dan kabel di daratan sepanjang 21.807 kilometer. Total kebutuhan kabel untuk proyek pemerintah tersebut adalah 57.087 kilometer.

Kapasitas produksi kabel nasional dihitung berdasarkan konsumsi tembaga dan aluminium sebagai bahan baku utama pembuatan kabel.

Konsumsi tembaga dan aluminium naik 20 persen dibandingkan 2011, sehingga mencatatkan angka kebutuhan aluminium tahun 2012 mencapai 180.000 ton dan tembaga lebih dari 400.000 ton.  Dan dipreksi konsumsi aluminium hingga akhir tahun 2013 akan mencapai angka sebesar 234.000 ton.

Kenaikan konsumsi tidak hanya terjadi pada aluminium saja, konsumsi tembaga juga naik rata-rata 30 persen menjadi sekitar 350.000 ton pada 2011 dibandingkan tahun sebelumnya yang hanya 245.000 ton.  Sedangkan pada tahun 2012 konsumsi tembaga terus merangkak naik hingga mencapai angka sebesar 400.000 ton, dan diprediksi hingga akhir tahun 2013 akan mencatatkan angka sebesar 520.000 ton.

Sedangkan untuk tahun 2014, diperkirakan konsumsi bahan baku mencapai lebih dari 30%, yaitu untuk Aluminium konsumsinya sebesar 304.200 ton, dan untuk Tembaga sendiri diestimasi konsumsinya sebesar 676.000 ton per tahun.

INTRODUCTION

Furthermore, PT Supreme Cable Manufacturing & Commerce Tbk. (SUCACO) net sales in 2012 increased slightly to Rp 3,542 billion from Rp. 3,363 billion in 2011. Furthermore, PT Voksel Electric, Tbk. posted net sales in 2011 amounted to Rp. 2,014 billion and rose sharply in 2012 to Rp. 2,484 billion. "For cable demand in 2013 could increase 20 percent, while demand for fiber optic (fiber optic) continues to grow, as it begins to be realized Palapa Ring telecommunications project that will connect the 3,000 islands in Indonesia.

Palapa Ring project is the construction of a national fiber optic network spanning 33 provinces and 440 cities across Indonesia.  Palapa Ring project is critical to realizing Indonesia Connected in 2014.

This infrastructure includes the construction of submarine cables and wires along the 35,280 kilometers on land along 21,807 kilometers. Total cable necessity for the government project is 57 087 kilometers.

National cable production capacity is calculated based on the consumption of copper and aluminum as the main raw material wires.

Consumption of copper and aluminum rose 20 percent compared to 2011, resulting in record numbers aluminum demand in 2012 reached 180,000 tons and 400,000 tons of copper over. And prediction for aluminum consumption by the end of 2013 will reach the figure of 234,000 tons.

The increase in consumption does not only happen on any aluminum, copper consumption rose an average of 30 per cent to about 350,000 tonnes in 2011 compared to the previous year which only 245,000 tons. Whereas in 2012 the consumption of copper continues to climb until reaching 400,000 tons, and is predicted by the end of 2013 will record figure of 520,000 tons.

As for 2014, estimated consumption of raw materials reach more than 30 %, ie for consumption amounted to 304 200 tons of Aluminum, Copper and for their own consumption estimated at 676 000 tonnes per year.
