Kata Pengantar
Setelah berakhirnya tekanan yang mendera berbagai sektor di dalam negeri sejak tahun 2008, sektor peternakan Indonesia ternyata tetap mampu bertahan. Ketika terjadi imbas krisis global tersebut, masyarakat Indonesia menggeser minatnya pada produk peternakan dengan melakukan substitusi dari konsumsi daging ruminansia (hewan pemamah biak) terutama daging sapi ke produk unggas. Produk unggas dinilai lebih mampu bertahan di tengah krisis, karena merupakan sumber protein hewani dengan harga yang relatif murah. Oleh karena itu, tidak heran jika peternakan unggas menjadi salah satu sumber daya penting yang berpotensi sebagai penggerak utama perekonomian Nasional yang berbasis sumber daya lokal.

Secara makro, sektor peternakan mampu berkontribusi cukup besar terhadap pembentukkan Produk Domestik Bruto (PDB), ketahanan pangan, peningkatan rata-rata pendapatan penduduk Nasional dan penciptaan lapangan kerja. Sebagai gambaran, saat ini pembangunan peternakan memberikan kontribusi terhadap PDB sebesar Rp 86 triliun dan melibatkan 4 juta rumah tangga peternak. Oleh karena itu tidak mengherankan jika sektor peternakan diharapkan sebagai sektor penunjang dalam pertumbuhan perekonomian, baik dalam bidang pertanian maupun ekonomi Nasional.

Untuk mendukung tercapainya cita-cita dan harapan atas sektor peternakan tersebut, dituntut ketersedian industri sarana produksi ternak (Sapronak) yang berjalan dan tumbuh beriringan dengan industri yang menyerap hasil produksinya, seperti industri peternakan unggas. Tidak ada peran strategis lainnya yang mampu memajukan industri perunggasan secara signifikan selain industri pakan ternak. Bagaimana tidak, industri pakan berfungsi sebagai penyedia input terbesar dalam budidaya ternak dan merupakan aspek penting dalam usaha ternak selain bibit. Disamping itu, jika dilihat dari segi finansial, pakan merupakan faktor yang memiliki peranan paling besar dalam hal biaya produksi dibandingkan dengan faktor lainnya yang mencapai 60%-70%.

Pakan ternak merupakan salah satu komoditas penting yang digolongkan dalam sub-sistem agribisnis hulu. Pakan merupakan faktor yang berperan penting dalam peningkatan kualitas budidaya yang berimplikasi pada peningkatan profitabilitas usaha ternak. Ketersediaan pakan yang berkualitas dan murah menjadi pra-syarat bagi tumbuhnya industri peternakan yang baik.

Latar Belakang
Industri pakan ternak di dalam negeri sangat berperan mendukung industri peternakan dalam menyediakan ketersediaan konsumsi daging dan produk turunannya bagi masyarakat sebagai tambahan sumber protein. Pakan memiliki kontribusi 70% dari total biaya produksi peternakan, sehingga tetap menjadi suatu bisnis yang cerah.

Menurut data dari Gabungan Pengusaha Makanan Ternak (GPMT), industri pakan ternak Nasional rata-rata mampu menyuplai 5 juta ton pakan ternak per tahun dari kebutuhan sekitar 7 juta ton per tahunnya. Industri pakan ternak juga terpengaruh oleh kasus flu burung tahun lalu, sebab dari total produksi pakan ternak sekitar 90% diserap oleh para peternak ayam petelur dan pedaging yang terkena imbas langsung dan merugi karena permintaan serta harga jual ayam merosot tajam.

Pada tahun 2007 masyarakat Indonesia khawatir mengkonsumsi daging ayam dan produk turunannya, menyebabkan konsumsi daging ayam dan produk turunannya anjlok hingga 50%-60%. Sehingga menimbulkan kerugian pada industri peternakan, industri pakan ternak juga merasakan imbas dari kasus flu burung tersebut. Bencana tersebut mengakibatkan permintaan terhadap pakan ternak merosot hingga 30% pada tahun 2007 dibandingkan tahun sebelumnya.

Pasca meredanya wabah flu burung pasar kembali pulih, konsumsi daging ayam dan produk turunannya kembali meningkat. Hal ini juga telah mendorong permintaan pakan ternak kembali melonjak.

Tingginya tingkat konsumsi menunjukkan bahwa industri pakan ternak masih memiliki peluang besar, sehingga sejumlah pemain berminat melakukan ekspansi. Seperti, Malindo Feed Mill yang membangun pabrik baru di Tangerang berkapasitas 300.000 ton per tahun, serta Charoen Pokphand yang terus meningkatkan kapasitasnya.

Hingga kini industri pakan ternak Nasional masih didominasi pemain asing, termasuk Charoen Pokphand, Japfa Comfeed, Sierad Produce, CJ Feed, Gold Coin, dan Sentra Profeed. Produsen besar tersebut masih menggantungkan kebutuhan bahan bakunya pada impor.

Kebutuhan bahan baku masih tergantung impor, terutama jagung dari Amerika dan Brasil. Tingginya harga bahan baku impor, mengakibatkan harga pakan ternak di pasar domestik melambung. Pemerintah dalam jangka pendek akan mendorong pabrik pakan ternak yang selama ini masih menggunakan bahan baku impor sebagai campuran, untuk menggunakan bahan baku lokal guna menurunkan harga pakan ternak di dalam negeri.

Total produksi pakan ternak Nasional merosot menjadi 7,7 juta ton pada tahun 2007 dibanding tahun sebelumnya yang mencapai 9,9 juta ton. Hal ini diakibatkan oleh maraknya kasus flu burung H51N pada tahun 2007 di sejumlah provinsi termasuk Jawa Barat, DKI Jakarta, Banten, JawaTengah, Bali, Sumatera Utara, Jambi, Kalimantan Selatan, Kalimantan Barat dan Sulawesi Selatan. Sedangkan pada tahun 2008 mengalami kenaikan sebesar 7% dari tahun sebelumnya yaitu sebesar 8,23 juta ton. Walaupun Indonesia telah mampu mencapai swasembada daging dan telur, namun ketergantungan impornya masih tinggi, karena sekitar 70 persen bahan baku masih diimpor, baik pakan, obat, dan teknologi lainnya.

Hal itu menyebabkan peternakan ayam masih tergolong industri yang akan tenggelam, karena tidak mengakar pada pasokan bahan baku dalam negeri.

Saat ini peternakan unggas menyerap 83 persen produksi pakan nasional, peternakan babi menyerap 6 persen, ruminansia 3 persen, perikanan budidaya 7 persen, dan lainnya sekitar 1 persen.  Dalam budidaya unggas, biaya pakan menempati porsi terbesar atau mencapai 70-80 persen dari total biaya.

Komposisi pakan ternak sendiri terdiri dari 51,4 persen jagung, 18 persen bungkil kedelai, 5,0 persen tepung ikan/MBM, 7,0 persen "corn gluten meal", premiks 0,6 persen, CPO (Crude Palm Oil) 2 persen dan selebihnya dedak (limbah penggilingan padi).

Pada 5 tahun terakhir ini, produksi pakan ternak terus meningkat, terbukti dengan produksi pada tahun 2009 yaitu sebesar 8,6 juta ton, tahun 2010 sebesar 9,3 juta ton, tahun 2011 sebesar 10,3 juta ton, dan pada tahun 2012 diperkirakan mencapai sebesar 11,5 juta ton.
