Industri agro memiliki peranan strategis dalam struktur industri dan
ekonomi Indonesia. Hal ini dapat dilihat
dari kontribusi Industri Agro dalam PDB, ekspor, dan penyerapan tenaga

mendukung ketahanan pangan, mendukung pengembangan ekonomi dan pemerataan

Perkembangan industri selama ini telah menunjukkan kemajuan-kemajuan,
namun belum optimal sebagaimana diharapkan.
Hal ini disebabkan berbagai tantangan dan permasalahan yang dihadapi,

2. Kelangkaan bahan baku, karena banyak diekspor dalam bentuk produk primer;
3. Persaingan yang semakin ketat;
4. Adanya hambatan tarif dan non tarif, sehingga masih diperlukan upaya
pengembangan melalui berbagai kebijakan dan program yang efektif

dengan pesat sejalan dengan meningkatnya konsumsi pemakaian pulp dan kertas.
Perkembangan industri ini akan terus meningkat dan ditunjang pula oleh
keberadaan Indonesia yang memiliki keunggulan komparatif, antara lain adanya
potensi hutan yang luas untuk penyediaan kayu sebagai bahan baku. Potensi ini
akan bertambah dengan adanya program pembangunan. Hutan Tanaman Industri (HTI)
yang kini sedang digalakkan pelaksanaannya. Demikian pula tersedianya bahan
baku serat bukan kayu yang cukup melimpah.
Industri Pulp dan Kertas juga merupakan salah satu industri yang
mempunyai peranan penting dan merupakan produk unggulan dalam menunjang
perekonomian Indonesia. Ada 3 alasan utama yang melatarbelakangi pentingnya
sumbangan industri ini, Pertama: produk
pulp dan kertas harganya banyak ditentukan dalam nilai dolar; Kedua: komponen
impor yang digunakan dalam proses produksi nilainya tidak lebih dari 30%; dan Ketiga: produk pulp dan kertas cenderung banyak
yang ditujukan untuk pasar ekspor. Sehingga dalam masa krisis ekonomi global
yang dihadapi Indonesia saat itu, industri ini masih dapat diandalkan dalam
membantu penerimaaan devisa negara.
Pentingnya industri pulp dan kertas yang besar tidak terlepas dari
kondisi yang dimilikinya. Sampai saat ini industri pulp dan kertas Indonesia
memiliki keunggulan komparatif dibandingkan dengan negara lain. Keunggulan yang
lebih banyak mengandalkan sumber bahan baku yang berlimpah dengan harga yang
relatif murah serta tenaga kerja dengan upah buruh yang relatif rendah. Dalam
hal bahan baku misalnya, Indonesia termasuk negara penyedia bahan baku pulp
terbesar, karena mempunyai hutan terluas kedua di dunia. Sehingga bahan baku
(kayu) untuk pembuatan pulp dan kertas tersedia banyak di Indonesia. Begitu
juga dalam hal tenaga kerja, angkatan kerja produktif di Indonesia mencapai
puluhan juta orang. Keunggulan komparatif tersebut sebagai akibat dari kondisi
alam dan demografi. Tetapi keuntungan komparatif belum merupakan syarat cukup
untuk bisa bersaing dimasa mendatang. Untuk mampu berkompetisi dengan industri
sejenis dari negara lain dimasa mendatang, maka keunggulan komparatif harus
ditingkatkan menjadi keunggulan kompetitif. Keunggulan kompetitif ini akan
lebih mengandalkan kepada inovasi produk, proses dan jasa, penggunaan teknologi
yang ramah lingkungan, perluasan pasar serta benchmarking dengan
perusahaan bereputasi internasional.
Dilihat dari pangsa produksi dan ekspor penguasaan jaringan pasar luar
negeri, masih menjadi kelemahan bagi sebagian besar produsen pulp dan kertas
Indonesia. Meskipun demikian, beberapa (group) perusahaan telah mencoba
menembus pasar luar negeri, terutama pasar Asia, dengan melakukan ekspansi ke
negara-negara di kawasan ini. Kelompok Sinar memasuki pasar Asia dengan
mendirikan kelompok perusahaan melalui bendera APP (Asia Pulp and Paper)
di Singapura, China, Malaysia, dan India. Begitu juga dengan keluarga Tanoto
dan Tanjung Enim Lestari (TEL) yang mengibarkan bendera APRIL (Asia Pacific
Resources International Holding Ltd). Kedua kelompok ini memilih Singapura
sebagai kantor pusat perusahaan mereka.
Pentingnya jaringan pemasaran lebih dipicu terutama pada pasar bebas di
kawasan Asia Tenggara (AFTA) tahun 2003, dan kawasan Asia Pasifik (APEC) tahun
2010 yang lalu. Pasar bebas tersebut akan memaksa para produsen pulp dan kertas
Indonesia untuk mampu bersaing memperebutkan pasar Asia Pasifik yang terbuka.
Kawasan Asia Pasifik merupakan kawasan dengan pasar pulp terbesar di dunia.
Oleh karena itu, perlu dilakukan analisis mengenai kondisi pasar luar negeri
terutama pasar Asia, dan bagaimana strategi untuk memasuki dan mengembangkan
pasar di kawasan tersebut. Selain itu pasar dalam negeri juga perlu dikaji
karena merupakan basis untuk memperkuat daya saing secara nasional.
Saat ini, Indonesia berpotensi untuk menjadi produsen besar dalam
industri pulp dan kertas di dunia, antara lain karena produksi pulp dan kertas
di tanah air diuntungkan oleh berbagai kondisi alam dan geografis di
khatulistiwa ini. Saat ini Indonesia menempati peringkat
11 dunia untuk industri kertas dan peringkat 9 dunia untuk industri pulp.
Indonesia diuntungkan karena letak geografis Indonesia yang berada di
garis khatulistiwa yang rata-rata memiliki pepohonan yang tumbuh tiga kali
lebih cepat dibandingkan di negara-negara yang berada di daerah dingin,
sehingga tersedia hutan yang luas sebagai sumber bahan baku, selain itu
Indonesia juga berada di tengah-tengah Asia yang sedang berkembang menjadi
raksasa ekonomi baru yang menjadi pasar terbesar pulp dan kertas dunia dimasa
depan.
Persaingan global dalam bisnis pulp dan kertas sangat tinggi dan
persyaratan lingkungan yang diterapkan juga semakin lama semakin ketat. Apalagi
program hemat energi dan ramah lingkungan sekarang ini telah menjadi tuntutan
bisnis, karena negara-negara tujuan ekspor dan para pembeli produk semakin
menuntut adanya pulp dan kertas yang diproduksi dari sumber yang legal, yang
dilengkapi dengan sertifikasi resmi mengenai legalitasnya.
Tahun 2019 pertumbuhan industri
kertas dan pulp Indonesia 5 %
Industri pulp dan kertas diperkirakan masih
bisa naik. Asosiasi Pulp dan Kertas Indonesia (APKI) menilai permintaan global
maupun domestik masih terus meningkat.
Menurut Ketua Umum Asosiasi Pulp dan Kertas Indonesia
(APKI), Aryan Warga Dalam
menjelaskan, industri pulp dan kertas
masih bisa tumbuh 5% di tahun 2019. Hal ini mengingat kapasitas produksi pulp
dan kertas masih meningkat dan juga adanya permintaan kertas untuk pemilu yang sudah diselenggarakan pada tanggal 17 April 2019
yang lalu.
"Untuk
pemilu kebutuhannya bisa capai 100 ribu ton dengan berbagai jenis kertasnya.
Tentu ini lebih banyak dibandingkan dengan Pemilu 2014 lalu," kata Aryan.
Hanya saja
Arya menilai tantangannya bagi Indonesia, yakni masih dituduh melakukan aksi
dumping pulp. Baik dari negara seperti Amerika Serikat, Australia, India,
Pakistan, dan Korea Selatan. "Tapi saat ini permintaan dunia masih
meningkat sekitar 2%," jelas Aryan.
Yang jelas
APKI menilai bisnis kertas saat ini dan kedepannya memiliki potensi untuk terus
tumbuh seiring dengan penggunaan berbagai produk kertas yang belum bisa
tergantikan.
Apalagi
industri kertas sangat terkait dengan industri lain diantaranya industri
percetakan, industri pengemasan dan pengepakan, industri makanan minuman, serta
menjadi penunjang berbagai kegiatan administrasi, kearsipan dan perkantoran.
Dari
catatan Kementerian Perindustrian, sampai saat ini, sudah ada 84 perusahaan
pulp dan kertas di Indonesia. Dan, Indonesia berada di peringkat ke-9 untuk
produsen pulp terbesar di dunia serta posisi ke-6 untuk produsen kertas
terbesar di dunia.
Selain
itu, industri pulp dan kertas memberikan kontribusi yang signifikan bagi
perekonomian nasional.Berdasarkan kinerja ekspornya, industri kertas berhasil
menduduki peringkat pertama dan industri pulp peringkat ketiga untuk ekspor
produk kehutanan selama tahun 2011-2017.
Pada 2017,
kedua industri tersebut menyumbang ke devisa negara sebesar US$ 5,8 miliar.
Yang berasal dari kegiatan ekspor pulp sebesar US$ 2,2 miliar ke beberapa
negara tujuan utama yaitu China, Korea,India, Bangladesh dan Jepang serta
ekspor kertas sebesar US$ 3,6 miliar ke negara Jepang, Amerika Serikat,
Malaysia, Vietnam dan China.

Industri pulp dan kertas Indonesia turut
berkontribusi dalam menyumbang devisa. Pada tahun 2018 berkontribusi sebesar
US$ 5,8 miliar untuk devisa Indonesia, sehingga terus diberdayakan untuk
menggunakan teknologi terkini dalam menghasilkan produk.
Hal itu dikatakan oleh Direktur Utama PT. Riau Andalan Pulp and Paper (RAPP),
Sihol P. Aritonang dalam sebuah acara di
Pekanbaru, Kamis (7/2/2019). Dia mengatakan, pihaknya terus mengutamakan efisiensi
dan efektivitas dalam proses pembuatan kertas dan pulp sebagai penggunaan
sumber daya secara berkelanjutan.
"Termasuk menyelaraskan pembangunan
industri dengan kelestarian fungsi lingkungan hidup agar memberikan manfaat
bagi masyarakat".
Menurutnya, inovasi dalam teknologi
khususnya yang ramah lingkungan sejalan dengan implementasi making
Indonesia 4.0. Selain itu, produk yang dihasilkan dengan cara tersebut
bisa lebih mudah masuk ke pasar global, sehingga akan berdampak pada peningkatan daya
saing produk pulp dan kertas.
Seperti diberitakan, Kepala Badan
Penelitian dan Pengembangan Industri (BPPI) Kementerian Perindustrian, Ngakan Timur mengatakan, sampai saat
ini sudah ada 84 perusahaan pulp dan kertas di Indonesia. Indonesia pun berada
di peringkat kesembilan untuk produsen pulp terbesar di dunia serta posisi
keenam untuk produsen kertas terbesar di dunia.
Berdasarkan kebijakan industri nasional,
industri pulp dan kertas merupakan salah satu sektor yang mendapat prioritas
dalam pengembangannya.
"Hal ini karena Indonesia punya
potensi terutama terkait bahan baku, dimana produktivitas tanaman di
Indonesia jauh lebih tinggi
dibandingkan negara-negara pesaing yang beriklim sub tropis," tuturnya.
Selain itu, industri pulp dan kertas
memberikan kontribusi yang signifikan bagi perekonomian nasional. Berdasarkan
kinerja ekspornya, industri kertas berhasil menduduki peringkat pertama,
sementara industri pulp berada di peringkat ketiga untuk ekspor produk
kehutanan selama 2011-2017.
Pada 2017, kedua industri tersebut
menyumbang ke devisa negara sebesar US$5,8 miliar. Nilai itu berasal dari
kegiatan ekspor pulp sebesar US$2,2 miliar ke beberapa negara tujuan utama,
yaitu China, Korea, India, Banglades, dan Jepang, serta ekspor kertas sebesar
US$3,6 miliar ke Jepang, Amerika Serikat, Malaysia, Vietnam, dan China.
"Industri pulp dan kertas juga
menyerap sebanyak 260 ribu tenaga kerja langsung dan 1,1 juta tenaga kerja
tidak langsung," imbuh Ngakan. Maka itu, industri pulp dan kertas
tergolong sektor padat karya dan berorientasi ekspor.

competitiveness of pulp and paper products.

and Development Agency (BPPI) of the Ministry of Industry, Ngakan Timur, said

History
PT. Adiprima
Suraprinta is a subsidiary of Jawa Pos Group, which stands 11
November 1994 and began production in
July 1997. Paper Mill 1 begins with an installed capacity of 100 tons / day. 2002 Paper Mill building 2 with a
capacity greater than 1 and Paper Mill began production
in June 2003. January 2011 started building the Paper Mill 3. October 2007,
successfully got the certificate of ISO 9001:2000 and October 2010
in the Grade Up
to ISO 9001:

Suraprinta, occupying an area of 20 ha, in the
village of Sumengko, Wringinanom
Subdistrict, Gresik regency, East Java. The
distance is about 33 Km from Juanda International
Air Port, Surabaya.
Founded in 1994, PT
Adiprima Suraprinta was
started to fulfill the newsprint demand of its parent company, PT Jawa Pos
(which is now the second largest newspaper publishing company in Indonesia)
The first machine, PM 1 began its commercial
production in 1995 with a
capacity of 150 MTS/day.
Overview
PT.
Adiprima Suraprinta primarily produce “Newsprint Paper” and “Writing and
Printing Paper“. Our paper machines were imported from Europe in which we have
annual capacity about 130.000 tonnes (from total of 2 machines), comprising
110.000 tonnes of Newsprint Paper and the rest 20.000 tonnes of Writing and
Printing Paper.
We always aims to be a quality and customer’s satisfaction
oriented paper manufacturer. The company continuously puts significant
resources into implementing advanced technology and improving product quality.
Here,
we always think human resources as one of our critical success factors.
Therefore, we never hesitate to improve on our human resources development. In
order to improve human resources, we arrange different kinds of internal and
external training programmes. All of our staff and workers always have
opportunities to develop and continuously leverage on their abilities.
Location
The mill is located in Desa Sumengko, Kecamatan
Wringinanom, Kabupaten Gresik, Indonesia, around 33 kilometers apart from
Juanda, Surabaya airport.
